General Description: 
Responsible for management of technical aspects of project development, implementation and administration, including resolution of technical issues, project construction oversight and audit, loan performance technical oversight and compliance with all technical covenants and commitments of the contract and NADB guidelines. Position requires working on projects both in U.S. and Mexico.

 

Duties and Responsibilities: 

  • Manages a substantial project portfolio in the U.S. and Mexico.
  • Participates in the conceptualization of the project, reviewing planning documents such as capital improvements programs, facility plans, construction, operation and maintenance budgets, and engineering documents, serving as advisor to the Bank in municipal issues and as a technical resource and advocate for the client.
  • Manages the project development, implementation and administration of technical functions, ensuring compliance with the covenants and commitments stated in the project contracts and Bank policies. Manages a team of NADB engineers reporting to the position.
  • Monitors the performance of consultants and consulting firms executing the construction, and manages the corresponding contracts.
  • Promotes project sponsor/beneficiary participation and commitment in relation to ensuring effective implementation and longer-term sustainability of projects and programs.
  • Facilitates the timely delivery of projects within the established schedule and budget boundaries.
  • Participates in discussions with borrowers, executing agencies, state and federal offices, and various Bank committees in matters related to projects in execution.
  • Represents the Bank in liaison and cooperative activities with U.S. and Mexican government authorities, national and international organizations, and private-sector entities.
  • Other duties as assigned.

Qualifications & Requirements:

  • Graduate degree in engineering.
  • Ten years of related professional experience in water and wastewater.
  • Experience relating to water and wastewater project development, project management and infrastructure construction.
  • Proficient in written and oral English and Spanish.
