
Infrastructure Financing
Loan Program
NADB can make loans to public and private borrowers, at market and low-interest rates, for the implementation of environmental infrastructure projects located in the U.S.-Mexico border region. Loans are available for the implementation of projects in all environmental sectors in which the NADB operates.
Border Environment Infrastructure Fund (BEIF)
Funded by the U.S. Environmental Protection Agency (EPA), this program offers grant financing exclusively for the implementation of municipal drinking water and wastewater infrastructure projects located within 100 kilometers of the U.S.-Mexico border.
Solid Waste Environmental Program (SWEP)
Funded with NADB retained earnings, this pilot program offers grant financing for the implementation of municipal solid waste projects located in the U.S.-Mexico border region.
Water Conservation Investment Fund (WCIF)
Funded with US$80 million in NADB retained earnings, this program provides grant financing for the implementation of infrastructure projects specifically designed to maximize water savings by increasing water efficiency. At present, all WCIF grant funds have been fully allocated, and no additional funding is available.
Technical Assistance
Institutional Development Cooperation Program (IDP)
This grant program is designed to help local utilities perform studies and implement capacity-building measures necessary for the proper management and development of their systems.
Project Development Program (PDP)
This grant program is designed to help project sponsors in the planning and design of infrastructure projects that will be submitted to the BECC for certification and to the NADB for financing.
Training
Utility Management Institute (UMI)
This training program offers an annual series of seminars aimed at providing practical instruction in the financial administration and planning of water utilities.
