Programmatic treatment of public debt refinancing proposals will allow the Bank to bring expedited financial relief and flexibility to governmental entities that will help mitigate pandemic-related impacts on employment, service quality and fees or rates related to environmental infrastructure in border communities. This document proposes to establish the procedures and guidelines for the certification and financing approval of projects to refinance existing debt under ProRec (the “Refinancing Umbrella”).
