The project consists of refinancing existing debt of the water utility, Agua Special Utility District (Agua SUD or the “Utility”), which serves communities in Hidalgo and Starr Counties in Texas. The refinancing will be implemented under the NADB COVID-19 Recovery Program. The purpose of the Project is to reduce debt service requirements and thus increase available cash flows for the operation and maintenance of existing infrastructure, as well as lessen the possible need to raise rates and help the Utility to continue providing critical water and wastewater services for the benefit of its customers.
